1.
2. The PIRA Handbook for Officers and Committees (99-00)
3.
4. I. Introduction (by Tim Cook, 7/31/95)
5.
6. The "PIRA Handbook for Officers and Committees" lists the duties
of
7. each officer, the charge of each committee, and policies for
the PIRA
8. Resource room, the Newsletter, and any other policy approved
by
9. the Executive board (or membership). The Handbook is intended
to
10. be a repository of policies that need to be more flexible
and easily
11. changed than bylaws. It also will allow more detailed instructions
and
12. advice to be written for officers and committees, and will
make more
13. detailed information about committee activity readily available.
14.
15. II. Dues (This is straight from the pre-94 Bylaws)
16.
17. 1. the annual dues shall be $10.00 per person or institution,
payable
18. prior to October 1 each year.
19.
20. 2. The Newsletter Editor shall be authorized to send notices
of dues to
21. those who do not pay at the required time. Notices of Dues
may also
22. be printed in the PIRA Newsletter.
23.
24. 3. Each Dues paying member shall receive instructions for
25. communicating with Association members by electronic mail,
a
26. subscription to the PIRA Newsletter, and a form which they
may
27. return indicating their desire to receive an Association directory
and
28. their preferred format. A paper directory will cost $2.00,
while a
29. directory on disk will be available at no charge.(Note-directory
policy
30. voted on at August 1995 meeting minutes)
31.
32. 4. It was voted at the 1991 annual meeting to give the 1st
place
33. Apparatus committee winners free PIRA memberships (added by
34. Tim Cook, source 1991 meeting minutes)
35.
36. 5. It was voted at the 1989 annual meeting that at least $6.50
of each
37. yearly membership dues is reserved for newsletter expenses.
(added
38. by Tim Cook, source 1989 meeting minutes)
39.
40. III. Newsletter
41.
42. by Roger Key, Newsletter Editor for volume 8 - ? July 1994.
43.
44. General Considerations
45.
46. Guidelines provided by the PIRA Constitution Bylaws with newsletter
47. editor's comments:
48. 1. The purpose of the newsletter is to disseminate timely
information
49. to the membership.
50.
51. Even publishing less often that the AAPT journals, we are
more
52. timely since things don't go through the same amount of 'editorial
53. process' as in the journals, and we're less formal too.
54.
55. 2. There shall be at least six issues of the newsletter per
annum.
56.
57. Notice 'at least' - more is good if you want to do the work.
58.
59. 3. Sponsorship and/or advisement will not be accepted for
the
60. Newsletter.
61.
62. Position openings are an exception. No fee is charged to list
a
63. position opening, and they are included as a service to the
64. membership, and not considered advertising.
65.
66. Classified advertisements for buying and selling equipment
are an
67. exception, as long as it is restricted to non-commercial sales
& swaps
68. between members. No fee is charged for these listings. They
are also
69. included as a service to the membership, and not considered
70. advertising. (Added by Tim Cook, source July 1995 board email
71. meeting minutes)
72.
73. 4. Contests, promotions and other related activities should
be
74. review by the Executive Board before they are used in the
75. Newsletter.
76.
77. The Apparatus Competition is the only 'contest' announcement
that
78. has 'standing approval from the executive board.
79.
80. 5. It was voted at the 1989 annual meeting that "PIRA Newsletter
81. Editors are authorized to transfer information between the
Bitnet
82. forum "TAP-L" and the PIRA Newsletter at their discretion
unless
83. otherwise noted by the author." (added by Tim Cook, source
1989
84. meeting minutes)
85.
86. Subscriptions
87.
88. These items are guidelines to be considered for use beginning
with
89. the first issue of volume 9 of the PIRA News:
90.
91.A subscription to the PIRA News costs $10 US for anyone, anywhere
92. in the world.
93.
94. (notes from Tim Cook)
95. It was voted at the 1993 annual meeting to give all former
editors
96. honorary subscriptions to the Newsletter (Brett Carrol, Andy
Graham
97. Marsha Hobbs) (Source - 1993 annual meeting minutes)
98.
99. It was voted at the 1992 annual meeting to give AAPT Officers
and
100. Executive Board member's a years free subscription to the
newsletter
101. while they are in office. (source - 1992 meeting minutes)
102.
103. See also section II (dues) #4 - free
memberships to 1st place
104. apparatus competition winners.
105.
106. New members:
107.
108. New members gained through the summer AAPT meetings will
be
109. given a 'new member packet'. The "New Member packet' will
contain
110. the following information:
111.
112. Information sheet about PIRA to include current projects,
etc.
113. Instructions for gaining access to TAP-L and (possibly) PHYS-L
114. A short list of electronic resources available through the
internet
115. A directory request form (see section II-Dues, Number 3)
116. An index of and information about obtaining back issues of
the PIRA
117. News with pricing.
118.
119. New members gained during the subscription year will be mailed
one
120. of the above packets with the addition of a sheet explaining
when
121. they will receive back issues for the current subscription
122. year. For example, a new member gained in January would receive
123. the above packet with a letter explaining that they have
subscribed in
124. the middle of a 'subscription year' and will soon (indicate
when)
125. receive a packet of back issues for the current year. Back
issues
126. should be mailed with the next regular issue of the Newsletter
to keep
127. the information 'timely'.
128.
129. The last issue of the Newsletter for a given subscription
year should
130. contain a tear-out or insert of a membership/subscription
renewal
131. form with the deadline for renewal stated as the last day
of that
132. summer's national AAPT conference. This will help to keep
the
133. mailing list current for the first issue after the meeting.
134. Back Issues
135.
136. At a minimum, the Newsletter Editor should keep an archive
of master
137. copies of all back issues of the PIRA News. Ideally, this
would take
138. both print and electronic form. In print form, this would
be a copy
139. ready version to be used as needed. In electronic form, this
would be
140. copies ready to print as a final version and including all
graphics, etc.
141.
142. Members requesting back issues should get a prompt reply
with an
143. invoice and notification of
144. when they can expect to receive the back issue packet.
145.
146. Pricing for back issues should be standardized, and should
not
147. penalize subscribers by 'giving away' back issues at a price
less than
148. that of a subscription. This is a difficult problem, since
each volume
149. has a different number of issues and pages. If a subscription
for
150. 6 issues runs at $10, then the per-issue price for a subscriber
is about
151. $1.67. For volume 8, the per-issue price was about $1.43
since there
152. were 7 issues. I suggest a price of $3 per issue for back
issues not
153. included in the current subscription year.
154.
155. (I invite comments here)
156.
157. The Newsletter and the PIRA Resource Room
158.
159. Back issues should be made available in the Resource Room
for
160. purchase at a discounted 'conference rate', perhaps at half
the
161. regular price. Entire bound volumes of back issues could
also be
162. made available, also at a discount, perhaps even steeper
than for
163. single issues. 'Display' copies should also be provided for
browsing,
164. perhaps with an index.
165.
166. IV. PIRA Resource Room
167.
168. 1. (This is straight from the pre-94 Bylaws) The PIRA Resource
Room
169. shall be held at the AAPT Summer Meeting. A room will be
staffed by
170. members of PIRA during the majority of the Summer Meeting
to
171. provide catalogs, manuals, and publications of interest to
people who
172. design and construct instructional physics apparatus as well
as those
173. who manage instructional laboratories, lecture demonstrations,
and
174. other teaching centers. Media and software should also be
available
175. for review.
176.
177. 2. Selling in the Resource Room - It was decided at the 1994
annual
178. meeting that only PIRA Members could display sales items
in the
179. room, with an accompanying address for information. Only
PIRA can
180. collect money in the room (source - 1994 meeting minutes)
181. V. PIRA Sessions (This is straight from the pre-94 Bylaws
182.
183. 1. The Invited Session shall be held at the AAPT Summer Meeting
184. The chairman of the Invited Session committee will determine
the
185. focus and invite speakers for the next year's session.
186.
187. 2. The General PIRA Workshop should be arranged for the Summer
188. Meeting. It should focus on problems and solutions common
to
189. managers of physics laboratories, demonstrations, learning
centers.
190. courseware centers, and other resource professions and help
191. initiate ideas, trade information and set up lines of communication
192. between the participants. This workshop may be held in alternate
193. years.
194.
195. 3. The Workshop for Lab Managers should be arranged for the
196. Summer Meeting. It should focus on problems relating to the
setup,
197. instruction, and management of the physics laboratory and
help
198. initiate ideas, trade information and set up lines of communication
199. between participants. This workshop may be held in alternate
years.
200.
201. VI. Officer's Duties - Tim Cook, 11/8/94, rev. 8/4/98, 8/1/99
202.
203. NOTE TO OFFICERS - The C. Bettis believes the deadline information
204. listed below to be correct as of 8/1/99 and good through
the 99-00
205. year. However, things change and mistakes can be made so
be sure
206. to independently confirm important deadlines well in advance
to avoid
207. disasters.
208.
209. Executive Board
210.
211. From Bylaws Section V, 1-5

215. act in concert at all times. When possible, the Board shall
convene at
216. the AAPT Winter Meeting.
217.
218. 2. The Executive Board shall review and approve interim changes
to
219. the policies listed in the "Handbook for Officers and Committees"
and
220. submit these changes to the members for approval at the next
annual
221. meeting.
222.
223. 3. The Executive board shall recommend the amount of PIRA

224. the next year and any changes to the policies on membership.
The
225. members present at the annual business meetings shall approve
any
226. change in the amount of dues or membership policy and these
227. changes shall not be modified before the next annual business
228. meeting. These policies shall be included in the "PIRA Handbook
for
229. Officers and Committees"
230.
231. 4. Debts for the Association may not be incurred without
the prior
232. approval of the majority of the Executive Board.
233.
234. 5. The President may call upon the officers of the Association
to
235. perform any special tasks he/she may wish to require of them

244. member is especially qualified to serve on an AAPT committee

245. that involvement would greatly benefit both PIRA and the

497.
498. 1. Constitution and Bylaws committee members should be prepared
499. to provide information about the constitution and bylaws
to the PIRA
500. membership at the annual PIRA business meeting.
501.
502. 2. The Constitution and Bylaws committee chair shall keep
a log of
503. proposed changes, initially screened for validity by the
committee,
504. until such time as each is acted upon. This log shall be
passed to
505. each succeeding chairman of the committee.

by Karl
510. Trappe 7/95)511.
512. Karl Trappe of the University of Texas at Austin chairs the
PIRA
513. Professional Concerns Committee. The PIRA PCC has been formed
514. to examine the working conditions, salary ranges, national
interaction
515. and professionalism of physics support staff at colleges
and
516. universities around the country. The activities of the PCC
will
517. hopefully result in a 'national median' for salary and duties
for these
518. positions and will work to encourage administrations to send
support
519. staff to regional and national meetings to help them become
more
520. effective professionals.

522. B. PIRA FTP site/Mosaic (from Roger's PIRA Info sheet)
523.<<<This section is in the proccess of being updated,
Aug. 1997>>>
524. Besides the Newsletter, we have also established an anonymous
FTP
525. site for software to help manage all the above topics. FTP
to
526. ftp.phys.ksu.edu and look in /pub/PIRA for demonstration
handbooks,
527. lab references and more. (to perform anonymous FTP, log in
as
528. anonymous and give your full internet address as the password)
For
529. anyone browsing the world Wide Web (WWW or W^3), a set of
pages
530. about PIRA and our activities is available through the Home
Page for
531. the Kansas State University Home Page at the
532. URL http://www. Select 'Department of Physics
533. Instructional Materials Center' from the home page. Our ftp
site
534. currently contains information about PIRA activities, a cumulative
535. index to the newsletter and software. Minutes from our meetings
536. each summer should soon be available there as well.

543. D. Demonstration Classification Scheme (from Roger's Info
sheet on
544. PIRA)
545.
546. To be rewritten by Zig Peacock
547.
548. The PIRA Demonstration Classification Scheme (or PIRA DCS)
is a
549. major project which is of important to anyone who uses or
develops
550. classroom demonstrations for teaching physics. The project,
initiated
551. by Philip Johnson at the University of Minnesota, has established
a
552. numbering system for physics demonstrations. Spinoffs associated
553. with the DCS are lists of 200, 500 and 1000 demonstrations
554. considered by a committee of professional demonstration managers
555. as being the most desirable for teaching basic physical principles.
A
556. complete bibliography is in the works which includes an index
of
557. references to books, journals and video resources linked
to the
558. demonstrations.
559. E. Large Demo Drawings Project (Abridged from the call for
560. participation in Vol. 9, #5)
561.
562. The goal of the LDDP is to develop a set of high quality
large scale
563. lecture demonstrations for the university auditorium. These
564. apparatus will pass through several development iterations
and the
565. designs will be disseminated as CAD drawings. For a complete
566. discussion of the project see PIRA News Vol. 8, No. 2.
567.
568. The first stage of the project is a survey of existing apparatus.
A photo
569. collection will be used to provide a baseline for the LDDP.
The
570. pictures will help us evaluate the general state of demonstration
571. collections and gage the variation among our institutions.
We hope to
572. identify excellent versions of each of the listed demonstrations
from
573. the submitted photographs. Each contributor is also asked
to
574. photograph any demonstrations in their collections that are
575. particularly meritorious.
576.
577. The project only starts with identifying excellent demonstrations
or
578. demonstration ideas. It is expected that PIRA can improve
any
579. demonstration, and if a few people work on two or three iterations
the
580. result would be a truly outstanding demonstration.
